Human rights abuses faced by women and children in Nepal will not change without clear legislation and the correct application of both Nepali and international law.
Though Nepal is a signatory to all the relevant UN conventions on human rights, they are rarely applied. The majority of those in the judiciary and police have no real understanding of the law and often apply rulings that are illegal. Corruption is rife at every level within government, the judiciary, the police and other relevant government agencies, and criminals regularly go free, while victims are considered the guilty party.
